Dual wield builds arent really considered bad, but they are more often than not, less optimal than two handers, feat dependant, stat hungry and gear dependant where other builds usually work better with less. Dual wield ranged xbows is considered better than longbow by many.Classes that have really good uses for their bonus action (like Monk and Bard) aren't good choices for a dual-wield build. A Battlemaster Fighter with the Archery fighting style and the Sharpshooter feat probably makes best use of dual hand crossbows. You don't need the Crossbow Expert feat but it might be useful for encounters in small spaces..
